In which case is an employee announcement made?
When hiring an employee from outside the EU and EEA who already has a valid residence permit and right to work, such as a permanent permit or a permit issued on the basis of family ties, you must submit an employee announcement.
Submit the announcement to the TE Office in the Enter Finland for Employers service, as this will speed up the processing of the announcement. Visit the Finnish Immigration Service’s website to find the instructions on how to submit an announcement.

If you cannot use the Enter Finland for Employers service, send the completed TEM055 form and a copy of the employee's passport or residence permit card to the TE Office by e-mail or letter.

Please note that the employee announcement does not need to be made in the following cases
- your employee is still just applying for a residence permit, or
- you have already filled out or will fill out the terms of employment on your employee's residence permit application.
