If you are participating in job search training, career coaching, an education try-out, a work try-out or rehabilitative work activities, please remember to submit a notice of your absence.

Notify of your absence

  • the service provider
  • the unemployment fund in your application for earnings-related allowance or Kela in your unemployment status report

If you are participating in labour market training or taking self-directed studies with the support of unemployment benefits, you are not required to notify the unemployment fund, Kela or the TE Office of your absence.

If you are receiving discretionary expense allowance from the TE Office during the service, notify the TE Office of your absence in the expense allowance application.

Service provider

Notifying of absences applies to the following services:

  • job search training
  • career coaching
  • education try-outs
  • work try-outs
  • rehabilitative work activities

Inform the authority paying the service participant's unemployment benefits (unemployment fund or Kela) of the person's days of absence. The TE Office or the local government pilots provides information on who is responsible for paying the unemployment benefit.

Notify the authority of the days of absence when the person should have participated in the service.

Notify the unemployment fund of absences using the form of the Federation of Unemployment Funds in Finland:

Discontinuation of service based on absences

A service promoting employment can be discontinued due to absences. Education try-outs, work try-outs, job search training, career coaching and labour market training may be discontinued if the duration of an unauthorised absence is at least five successive days. The service may also be discontinued when there are so many absences that the objectives of the job search training, career coaching, education try-out or work try-out are not met or if the person participating in labour market training does not make progress in his or her studies as planned.

The service provider also informs TE Office of the aforementioned absences in addition to the payer of the person's unemployment benefits. The TEM691 form is used in these situations.

The labour market training provider and the TE Office will collaborate in making the decision on the discontinuation of the service on the basis of the unauthorised absences.

The municipality providing the rehabilitative work activities and the TE Office will collaborate in making the decision on the discontinuation of the service on the basis of unauthorised absences.
