​Jobseekers’ services during the local government pilots

How do you know whether you are a customer of the local government pilots on employment? 

You do not need to find out yourself - if you are a customer of the pilots, you will be notified of it in person either by letter or in the E-service. If you register as an unemployment jobseeker during the pilot or notify the TE Office that you have become unemployed, you will be informed through the E-Services.

Who are customers in the local government pilots? 

You are a customer in a local government pilot if you have registered as a jobseeker and your municipality of residence is part of a regional pilot and you are unemployed, laid-off, employed or enrolled in a service promoting employment and belong to one of the following groups:

• you are not entitled to an earnings-related allowance
• you are under 30 years of age
• you speak as your mother tongue a language other than Finnish, Swedish or Sami, or you are an immigrant

Starting job search and applying for unemployment benefit during the local government pilots

Both the customers of the local government pilots and those of the TE Office must register as jobseekers in the E-Services of the TE Services. The local government pilot does not change the process for applying for the unemployment benefit from Kela or the unemployment fund. However, the jobseeker’s search must be valid.  

Validity of employment plan and the E-Service   

The plan you made at the TE Office also obliges you to become a customer of the local government pilot until a new plan is drawn up for you there.

Duration of your registration as a jobseeker  

When you are a jobseeker, you are a customer of the local government pilot during the entire pilot, i.e., until 31 December 2024. For example, if you find employment on a fixed-term basis during this period but become unemployed again, your registration as a customer in the trial will continue.

Customers in monolingual municipalities who use Swedish in official matters  

The bilingual municipalities belonging to the pilot areas are Espoo, Hanko, Helsinki, Kokkola, Porvoo, Raasepori, Turku and Vantaa. Other municipalities belonging to the pilot areas are monolingual. In accordance with the Language Act, you, as a customer, have the right to use Finnish or Swedish in official matters. If the services that you receive will be transferred to a monolingual pilot municipality, but you want to receive service in Swedish, you can choose to remain a customer of the TE Office. 

Moving to another municipality  

If you move and your municipality of residence changes, your registration as a customer will also be transferred to your new municipality of residence, if it belongs to a local government pilot area. If it does not, your registration as a customer will be transferred to the TE Office. You will be notified of where your registration as a customer will be transferred.
